Applications are invited for a Budget Analyst within the Financial Services Department. Under the direction of the Manager of Financial Services, the Budget Analyst plays a supporting role in: operating budget (and capital budgets when required) processing and projections; month-end and year-end responsibilities; multiple computerized recording and reporting system’s maintenance and integrations; cost/benefit and variance analysis; departmental support and training; costing adjustments and reallocations; HST validation and guidance; general ledger monitoring; reconciliations and associated accounting adjustments; and financial reporting to both internal and external sources. 

Qualifications:   

  • Three (3) year Post-Secondary Diploma in Accounting/Finance.
  • Four (4) years directly related experience in full-cycle accounting and budgeting. Experience in municipal government finances considered an asset.
  • Demonstrated thorough knowledge, understanding and experience working with an integrated computerized accounting system including budgets, accounts receivable, accounts payable, payroll, cash receipts, purchasing, project accounting, work orders, fleet management and financial reporting, general ledger reporting foundations, general ledger set-up, GL query and GL journal creation.
  • Working knowledge and understanding of accounting practices, procedures, and policies.
  • Customer-focused with exceptional communication skills required to assist departments with monitoring their operating activities and budgets.
  • Excellent interpersonal, organizational, analytical and time management skills.
  • Ability to prioritize work under pressure to meet deadlines and work in a team environment.
  • Ability to work in a fast paced work environment, with multiple projects/tasks concurrently, with priorities often shifting.
  • Strong analytical skills and detail-oriented aptitude with a high degree of accuracy.
  • Excellent computer skills and experience with Microsoft 365 including advanced Excel applications (i.e. pivot tables, sumifs, vlookups, etc.) as well as 3rd party report writers.
  • Knowledge and experience with determining the proper HST treatment of municipal revenue and expense transactions to ensure transactions are properly recorded in accordance with applicable legislation.

Duration: Permanent Full-Time

Environment: Unionized 

Hours of Work:  8:30 A.M. To 4:30 P.M. - Monday to Friday (37.5 Hours per week) 

Rate of Pay:  $30.55 per hour, 37.5 hours/week
