Parking Study

Downtown parking plays an important role in supporting businesses, residents, employees and visitors.

The City is undertaking the 2026 Parking Study to better understand current and future parking needs throughout the downtown area. The study will help guide future parking decisions and investments while balancing the needs of everyone who uses downtown parking.

R.J. Burnside & Associates Limited has been retained to lead the study.

The study will result in a parking strategy that aims to:

• make the best use of existing parking
• improve how the parking system operates
• enhance the parking experience

The study will examine the City's downtown parking system, including the future role of the McIntyre Parking Garage (Lot 4). It will review payment options, permit parking and how well the current system is meeting the community's needs.

This study included a Public Engagement Booth at the Farmers' Market on Saturday, August 15, as well as online surveys for downtown business owners and employees, downtown residents, and downtown/marina visitors, which were open Aug. 10 through Sept. 4.

What is a parking study?

A parking study looks at how parking is currently used, identifies existing and future needs, and recommends ways to improve the parking system.

While the study won't address every parking concern, it will help guide future parking decisions across the downtown.

Will this study change parking rules or rates right away?

No. The study will provide recommendations to help guide future parking decisions. Any changes to parking rules, rates or operations would be considered separately.

How does parking work downtown right now?

Downtown parking includes both on-street parking and off-street parking lots. Paid parking is available through parking meters, pay-and-display machines and the HotSpot mobile app.
