Director, Financial Services/Deputy Treasurer, Permanent Full-Time

The Corporation of the City of North Bay is seeking an experienced and dynamic Director of Financial Services to provide leadership direction and support to ensure the Corporation’s fiscal management aligns with its strategic goals. Reporting to the Chief Financial Officer/Treasurer, the ideal candidate will provide leadership and direction to key teams, including Tax, Accounting, Budgeting, and Financial Reporting, while safeguarding corporate assets and minimizing financial risks. As Director, you will manage the development and implementation of financial plans, policies, and reporting, offer guidance on legislative compliance, and lead special financial projects. Additionally, you will work closely with operational units, providing financial leadership, business case analysis, and strategic recommendations to the Senior Management Team and Council. This role also includes performing the statutory duties of the Deputy Treasurer in the CFO/Treasurer's absence.

Key Accountabilities:

  • Lead, direct, oversee and support the Tax and Water, Accounting, Budgeting, and Financial Reporting staff
  • Provide leadership, direction and support in ensuring the Corporation’s assets are protected, risks are minimized and financial methodologies and policies, procedures and programs are in place including related funding plans and annual debenture issue.
  • Direct the development and implementation of financial plans, policies, procedures, controls and reporting
  • Provide direction regarding Public Sector Accounting Board, Municipal Act and other legislation as it relates to financial recording and reporting.
  • Manage projects and / or undertake a leadership role in special projects
  • Provide financial leadership and direction to operational units; including business case analysis of operational initiatives; provide recommendations and financial services approval to business case proposals
  • Direct the department in developing recommendations and action plans and presenting same to senior management and Council
  • Perform statutory duties of the Deputy City Treasurer and attend to duties in the absence of the City Treasurer

Key Competencies:

  • University Degree in Accounting, Finance, Business Administration, or a related discipline
  • Professional Accounting Designation CPA
  • Public Sector exposure at a senior level
  • Demonstrated understanding of Municipal Operations
  • Strong verbal and written communication skills
  • Leadership, coaching and mentorship skills
  • Strong organizational, analytical and problem-solving skills
  • Excellent interpersonal and communication skills
  • Strong people management skills, diplomacy and team orientation
  • Knowledge of and experience with computerized integrated financial software applications

  • Strong customer service focus

The following will be considered as assets:

  • Experience in a municipal finance environment with knowledge of municipal water and wastewater billing and collection practices; property taxation principles and practices, financial reporting, financial planning, and budgeting
  • Experience working in a unionized environment

Hours of work: 8:30 a.m. to 4:30 p.m. Monday to Friday (35 hours/week)

Environment: Non-Union

Setting: In Office

The 2024 annual salary range for this position is $124,627 - $155,778. We offer an employer paid comprehensive benefit package including Health and Dental Benefits, Life, Long-Term Disability, and AD&D Insurance, as well as an Employee Assistance Program.
