In 2009, a pedestrian/cycling underpass was built to physically connect the Downtown and the Waterfront. This underpass was originally recommended as a crucial connection in the 'Community Waterfront Friends Plan' (2000). The Downtown Waterfront Master Plan (2017) also recommends future connections of the Downtown and the Waterfront.
The existing rail line is a challenging barrier. As such, more future underpasses are recommended to strengthen the connection between the Downtown and the Waterfront.
