Take Notice That the Council of The Corporation of the City of North Bay will hold a Public Meeting on Monday, March 24th, 2025 at 6:00 p.m. at the City Hall, Council Chambers, 200 McIntyre Street East, North Bay, to consider a proposed amendment to the City of North Bay’s Official Plan and Zoning By-Law No. 2015-30 under Section 17 and Section 34 of The Planning Act, Chap. P.13, R.S.O. 1990, as amended.
The proposed Official Plan Amendment and Zoning By-Law Amendment would implement policies and regulations to allow up to three (3) Additional Dwelling Units and provide enabling policy within the Official Plan for delegated approval for routine Planning Matters.
Purpose and Effect of the proposed amendments is to permit property owners to have up to three Additional Dwelling Units (ADUs) within the Urban Residential Land, when connected to municipal services. The City recognizes the need for additional residential units and ADUs are an effective way to increase housing inventory as ADUs are relatively inexpensive and can be constructed relatively fast. ADUs will allow property owners to create up to four new units per property within the Urban Settlement Area, where connected to municipal services.
The proposed amendment would also provide policy to allow Council to pass By-Laws to delegate approval authority to a Committee of Council, or an individual who is an officer, employee, or agent of the Municipality for routine or technical Planning Act approvals.
A key map is not provided as the proposed Official Plan Amendment and Zoning By-Law Amendment applies to the entire City of North Bay.
Any Person may attend the Public Meeting and/or make written or oral representation either in support of or in opposition to the proposed amendments.
If you wish to be notified of the decision of the City of North Bay on the proposed Official Plan and Zoning By-Law Amendment, you must make a written request to the City Clerk, Karen McIsaac (200 McIntyre Street East, North Bay, ON P1B 8V6).
If a person or public body would otherwise have an ability to appeal the decision of City Council of the City of North Bay to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of North Bay before the proposed Official Plan Amendment and/or Zoning By-Law Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of North Bay before the Official Plan and/or Zoning By-Law Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
