Many businesses operating in North Bay are required to be licensed under Business Licensing By-Law 2012-225. The by-law establishes requirements for licensing, regulating and governing various businesses in the City.

The City's Residential Rental Housing Licensing By-Law 2012-55 came into effect on March 5, 2012.
On October 30, 2023, Council approved a review of the Residential Rental Housing Licensing By-Law and the City's Zoning By-Law provisions regarding boarding, lodging and rooming houses. Council also approved a pause to the Residential Rental Housing Licensing Program until the review is completed.
During the pause, property owners must continue to comply with applicable City by-laws, including Property Standards, Clean Yards, Parking and Noise, as well as the Ontario Fire Code and Ontario Building Code.
The Alcohol and Gaming Commission of Ontario (AGCO) authorizes municipalities to issue lottery licences to eligible charitable and non-profit organizations for certain lottery and gaming activities. For more information, visit the AGCO website.
