North Bay, ON – Dec. 9, 2025 – The City of North Bay is pleased to announce the appointment of Shannon Saucier as Chief Financial Officer.
Shannon has been a key member of the City’s administration since 2014, previously serving as Director of Financial Services and, most recently, as Director of Strategic Initiatives. Her appointment follows a comprehensive search that attracted approximately 60 applicants.
Before joining the City, Shannon gained extensive experience in auditing, financial reporting, and financial controls through progressively senior roles in both the private and public sectors, where she demonstrated strong leadership and a proven ability to work collaboratively with teams to deliver results.
As Chief Financial Officer, Shannon will oversee the City’s financial operations and provide strategic and operational leadership to the Finance Department. Her portfolio will include long-range financial planning and related policies, preparation of operating and capital budgets, investment and debt management, development charges administration, preparation of audited consolidated financial statements and related reporting, billing and collection of municipal taxes and utility charges, and the establishment and maintenance of financial systems and procedures. She will also oversee the City’s procurement function and customer service operations.
In this role, Shannon will serve as a key strategic advisor to the Chief Administrative Officer and Members of Council on all financial matters, helping ensure the City remains fiscally sustainable and well-positioned for the future.
