North Bay is a beautiful, safe and diverse community of approx. 52,662 residents, serving a regional catchment area of 112,000 people. Nestled between two of Northeastern Ontario’s most beautiful lakes, the City values the unique features and people that make our community vibrant and welcoming.

Any person or organization may request a proclamation and/or a flag raising ceremony by submitting a request form.
Proclamations are ceremonial documents issued and signed by the Mayor to recognize the value and importance of a person, event, campaign, or organization for a certain day, week, or month. They are issued on behalf of Council to acknowledge efforts that contribute to and enhance the community.
All requests for proclamations must be resubmitted each year. Requesters must provide the City with proposed text for a proclamation. Please allow a minimum of 4 weeks for preparation.
Proclamations will be issued only with respect to activities that support residents or related to events taking place in the City of North Bay including:
Requests related to regional, provincial, or national matters may be redirected to the appropriate level of government. The City of North Bay reserves the right to decline any request.
Flag raising ceremonies help recognize and celebrate community organizations, causes, and events that make a positive impact and reflect the diversity and spirit of our city.
Requests are confirmed on a first come, first served basis, at the City's discretion. Once approved, the City will fly the flags of local organizations, non-profit groups, and community-based initiatives. In limited circumstances, and at the discretion of the Office of the Mayor, other flags may be considered.
Flags will be flows for one business day in accordance with the City's Flag Raising Guideline, which are guided by the etiquette outlined by the Department of Canadian Heritage.
Requests will not be approved for political parties/organizations, commercial entities or in celebration of corporate events, intent that is contrary to City policies or by-laws, or organizations requesting flag raisings that support hatred, violence or racism. The City of North Bay reserves the right to decline any request.
Requests for flag raisings must be submitted at least 30 days in advance of an event.
It is the responsibility of the requesting organization to supply the flag.
It is the responsibility of the requesting organization to provide their own sound equipment, should they want it.
