The City has 73 park areas including playgrounds and picnic shelters that provide places for people to relax, picnic, play, walk, rollerblade or swim. While these parks are available to the community, organized activities must have a permit to use the park areas. Permits may be applied for at the Arts, Culture and Recreation office located on the 2nd floor of City Hall. The forms can be completed by accessing the links at the bottom of the page. Permits ensure that no two groups plan to use a facility at the same time. All permits require liability insurance in the amount of $5 million naming "The Corporation of the City of North Bay" as an additional insured.

The use of park areas is governed under the Parks Bylaw. Use of alcohol in park areas is prohibited. Licenced events are allowed in designated areas and must be permitted under the rules and conditions of the Municipal Alcohol Policy.
The user fees charged by the Arts, Culture and Recreation Department for the use of Facilities shall be as follows (HST to be added to all fees listed below with the exception of the Key Deposit Fee)
