Trout Lake Policy under Appeal

Please note that the City of North Bay Council approved the Trout Lake Official Plan and Zoning By-law Amendment on December 9th, 2025. During the appeal period, the City has received an appeal on both the Official Plan and Zoning By-law policies. 

The proposed policies are not in effect until the appeal is complete. 

Staff does not have timelines associated with the appeal process, however, will provide updates when able and known. 

Upcoming Public Meetings

The City of North Bay is holding a public meeting under the Planning Act to review the revised Draft Official Plan and Zoning By-law policies related to the Trout Lake Watershed and Rural Lot Development. The Public Meeting will be held on October 27, 2025 at 5:30pm in Council Chambers. Please see below for additional information.

 

The Trout Lake Watershed and Management Study (Trout Lake Study for short) was initiated as a comprehensive review of lake quality and the review of current policies and provisions around the protection and management of Trout Lake. A comprehensive study has not occurred since 1992. 

North Bay City Council awarded a contract in 2021 to J.L. Richards & Associates Ltd. to “conduct a watershed study, prepare a management plan for Trout Lake and provide planning consulting services to complete the required Official Plan Amendments and Zoning By-law Amendments”. J.L. Richards proposal included working with Hutchinson Environmental Sciences Ltd. who has an expertise in Lake Assessment and Management.

In total, the study provides 28 recommendations to improve current practices and ultimately protect the health of the lake. For more information, explore this webpage.
