The project will review all existing relevant lake water quality and land use planning information for the study area. This work will include water quality data which will be gathered and compared both spatially and temporally to characterize water quality conditions in relation to municipal, provincial and federal water quality objectives.
This data will also be used to assess the impact of historical development on water quality in Trout Lake and to understand parcel configuration, land ownership, and the pattern of development.
The Understanding Phase will create a scope of the current situation of water quality and the future development pressure for the lake. The Understanding Phase will create 3 deliverables:
The Directions Phase will provide an opportunity to engage and consult with the public, stakeholders and agencies on the Background Report and Issues, Opportunities and Constraints Reports. The public engagement component is an important part of the study and the public will be invited to two open house style meetings, partake in an Opinion Survey and also provide feedback to troutlakestudy@northbay.ca
The project team will also meet and discuss with up to 5 key stakeholder groups.
The Directions Phase will provide the project team a direction from the public and stakeholders on what they like about the lake, what they think should be improved and other ideas to protect and improve the lake. The Directions Phase will have four 4 deliverables:
The Planning Phase will consult with the public and stakeholders on the Directions Report and solicit feedback on the key direction to further protect and enhance water quality in the study area. The public engagement will mirror the Directions Phase. The Planning Phase will have four 4 deliverables.
The Implementation Phase will take all of the data and input from the previous stages and propose to implement these into Official Plan policies and Zoning By-law regulations. The Official Plan and Zoning By-law Amendments will follow the Planning Act and have at least one 1 Public Meeting and the Amendments will be a decision of Council.
The deliverable for this phase will be a Planning Report and amendments for the Official Plan and Zoning By-law.
The project is currently in Phase 4 - Implementation.
