Year 3 Applications
For the 2027 intake (Year 3), $2.6 million is available across three funding streams:
- Stream 1: Affordable Housing
- Stream 2: Missing Middle Housing
- Stream 3: Additional Dwelling Units (ADUs)
Applications will be accepted from Jan. 4 to Jan. 31, 2027.
Residential units that meet the general program requirements and received a building permit after June 11, 2026 are eligible to apply for the Year 3 allocation of funds.
Applications received during this intake will be evaluated based on the criteria for each stream. If funding remains after all eligible applications have been reviewed, additional applications may be accepted on a first-come, first-served basis.
The Housing Accelerator Fund (HAF) Top-Up Funding Program provides financial incentives through the Growth Community Improvement Plan (Growth CIP) to encourage the development of new housing in North Bay.

Before you apply
Before starting an application:
1. Review the Housing Target Area Guidelines to understand the Growth CIP incentive program.
2. Determine which funding stream best matches your project.
3. Confirm your project meets the eligibility requirements below.

General eligibility requirements
All applicants must:
- Submit a complete application through the City's online application portal.
- Own a property that is in good standing, with no outstanding municipal taxes, fees, charges, or enforcement orders.
- Meet the Building Permit requirements for the selected funding stream.
- Comply with the Zoning By-law at the time of application. Projects that meet all applicable zoning requirements will receive priority consideration.

How to apply
- Log in to or create a Citywide account.
- Select Planning Applications.
- Choose Growth Community Improvement Plan (GCIP) – Housing Target Area as the application type.
- Complete the application and upload any required supporting documents.
- Submit your application by January 31, 2027.
