Streams of Growth CIP Top-Up Funding

Starting January 2026, the City of North Bay is offering three funding streams under Year 2 of the Housing Accelerator Fund (HAF). Applicants must choose one stream to apply for. Submissions will be evaluated based on eligibility criteria and available funding for each stream.

Before you apply

There are a number of incentive programs available through the Growth Community Improvement Plan. Get familiar with these incentives and determine whether any match your project by reading our Housing Target Area Guidelines

To apply for HAF

The links in each stream below will take you to the Citywide portal. 

  1. Login or create an account if you haven't used Citywide before.
  2. Choose Planning Applications.
  3. Fill in your project details as prompted.
  4. When you reach the 'Application Type' step, choose Growth Community Improvement Plan (GCIP) - Housing Target Area. 
  5. Complete your application.

Stream 1 – Affordable Housing

Allocation: $1,000,000

Purpose: Support projects that provide affordable rental housing in partnership with the District of Nipissing Social Services Administration Board (DNSSAB). If any funds in this stream remain unallocated, they will be made available on a first-come, first-served basis to projects in the other streams.

Eligibility Criteria:

  1. Complete the Growth CIP Stream 1 Application
  2. Project must have an agreement with DNSSAB and be located within the City of North Bay
  3. Building Permit must be issued within 90 days of approval
  4. Property must be in good standing (no unpaid taxes, fees, or open orders/enforcement)
  5. Compliance with Zoning By-law at the time of application will be given priority

Stream 2 – Missing Middle Housing

Allocation: $1,000,000

Purpose: Support projects creating multiple residential units that are not ADUs, prioritizing conversions of underutilized buildings and locations in Residential Intensification Areas.

Eligibility Criteria:

  1. Complete the Growth CIP Stream 2 Application
  2. Priority to applicants not funded in Year 1 HAF
  3. Priority to projects repurposing or converting underutilized buildings
  4. Priority to projects in Residential Intensification Area
  5. Funding limit: $300,000 per project (within the Residential Intensification Area an additional $100,000 is possible if funds remain)
  6. Building Permit must be issued within 90 days of approval
  7. Property must be in good standing (no unpaid taxes, fees, or open orders/enforcement)
  8. Compliance with Zoning By-law at the time of application will be given priority

Stream 3 – Additional Dwelling Units (ADUs)

Allocation: $600,000

Purpose: Support projects adding Additional Dwelling Units (ADUs), prioritizing conversions of existing residential buildings and locations in Residential Intensification Area.

Eligibility Criteria:

  1. Complete the Growth CIP Stream 3 Application
  2. Priority to applicants not funded in Year 1 HAF
  3. Priority to conversion of existing residential buildings
  4. Priority to projects in Residential Intensification Area
  5. Applicants may apply for a maximum of 4 ADUs
  6. Funding will be given to a maximum of 1 ADU per property
  7. Building Permit must be issued within 90 days of approval
  8. Property must be in good standing (no unpaid taxes, fees, or open orders/enforcement)
  9. Compliance with Zoning By-law at the time of application will be given priority
