The Growth Community Improvement Plan (GCIP) is divided in 4 target areas. Each Target Area has specific financial incentives for successful applicants. These financial incentives encourage beautification, job creation, new housing units, and more.
Planning Services Staff recommend that those interested in applying for the Growth Community Improvement Plan (GCIP) email growthcip@northbay.ca or call 705-474-0400 ext. 2402 to pre-consult before applying. Staff will be able to assist potential applicants by discussing how the project might best fit with the parameters of the program.
The Housing Target Area has now been expanded to the city's entire Settlement Area, as identified in Schedule 1 of the city's Official Plan. Property owners in this area may be eligible to receive financial incentives for development or redevelopment projects that increase the number of residential dwelling units on their properties.
The program now also offers an enhanced Tax Increment Rebate for units that remain affordable for a period of 20 years.

The primary goals of the Downtown Target Area are to; create jobs, create residential units and beautify facades. Through 22 applications, 137 total jobs and 109 residential units are anticipated.
Before taking into consideration the Tax Increment Grant, the private sector has committed approximately $14 for each $1 of public sector municipal funding. The average request was approximately $38,000.
The primary goal of the Housing Target Area is to create residential units. Through 7 applications, 83 residential units are anticipated.
Before taking into consideration the Tax Increment Grant, the private sector has committed approximately $79 for each $1 of public sector municipal funding. The average request was approximately $25,000.
The primary goal of the Industrial Target Area is to create jobs in the industrial sector. Through 7 applications, 70 total jobs are anticipated.
Before taking into consideration the Tax Increment Grant, the private sector has committed approximately $176 for each $1 of public sector municipal funding. The average request was approximately $40,000.
The primary goals of the Waterfront Target Area are to; create jobs, support infill development, create residential units and improve the physical conditions of buildings. Through 1 application, 12 total jobs and 63 residential units are anticipated.
